UPDATE TO NDC Assessment

Our 2025 Civil Society Equity Review report contains an assessment of the mitigation pledges of the NDCs submitted in 2025. As of the writing of the report, the NDCs of the European Union, South Africa and China (and many other countries) had not been released yet, despite commitments by all countries to do. As such, in the report, our equity and ambition analysis of these countries’/groups’ mitigation ambition was preliminary and based on their draft NDCs (South Africa) and official statements about mitigation ambition (China, EU) instead of the NDCs themselves. The report also stated that we would publish (on this page) any updates to our NDC equity and ambition assessment that would be required once the NDCs of these countries were formally submitted.

Since the finalization of our report, these NDCs have been submitted and we have compared their mitigation pledges with the preliminary information that we had used. In all three cases, the final NDC document matches the information used for our preliminary assessment and therefore the assessment in the report can be considered to reflect our assessment of the actual NDCs as submitted to the UNFCCC.
