Online Methodology Supplement

This document serves to describe the methodology employed in the 2023 report by the Civil Society Equity Review entitled “An Equitable Phase Out of Fossil Fuel Extraction: Towards a Reference Framework for a Fast and Fair Rapid Global Phase Out of Coal, Oil and Gas” (Civil Society Equity Review 2023). Specifically, these methods are used in calculating the equitable phase-out timelines as well as the provision and receipt of financial support to implement these phase-out timelines.

This document provides additional information about the rationale of certain methodological decisions that go beyond the level of detail in the report, provides additional background data on some of the indicators used, details our data sources and describes their limitations, and describes the formulas used for the calculations. While many of these methodological choices were made on purely technical grounds, others are inherently normative. For key normatively salient choices, the underlying ethical issues were explained to and discussed with our civil society partners, and the equity-related choices were clarified, deliberated, and resolved in a manner that the partners agreed were consistent with their ethical positions, and this analysis was implemented in accordance with those choices. In the case of less critical choices that still had some degree of normative relevance, the technical team implemented choices that most consistently reflected the CSO partner's underlying principles. This appendix focuses primarily on technical aspects, with a reminder of normative elements where relevant, which are addressed in greater detail in the main report.
